Disadvantaged Business Enterprise (DBE) Program

GoDurham's Transit goals and business growth opportunities continue to expand through the possibility of the 3-year DBE goal and projects.

In accordance with requirements of the U.S. Department of Transportation as set forth in 49 C.F.R. Part 26, as amended, the City of Durham, GoDurham Transit in Durham County, North Carolina, hereby notifies the public that it is recommending the following Disadvantaged Business Enterprise (DBE) goal which represents the percentage of work to be accomplished by DBE prime contractors, subcontractors, consultants, vendors and material suppliers for professional services, construction and procurement contracts on federal-aid transit projects and grants during the Federal Fiscal Years of 2023-2025.

The City of Durham will receive and consider public comments on the proposed goal until January 29, 2024 by 5:00 pm EST.

 The City of Durham, and GoDurham Transit in Durham County, North Carolina, hereby notifies the public that it is recommending the Disadvantaged Business Enterprise (DBE) goal, which represents the percentage of work to be accomplished by DBE prime contractors, subcontractors, consultants, vendors and material suppliers for professional services, construction and procurement contracts on federal-aid transit projects and grants during the Federal Fiscal Years of 2023-2025.

The City of Durham / GoDurham has established a Disadvantaged Business Enterprise (DBE) Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. The City of Durham is a recipient of Federal financial assistance from DOT through several programs of the Federal Transit Administration (FTA), and as a condition of receiving this assistance, the City of Durham has signed assurance that it will comply with 49 CFR Part 26.

It is the policy of the City / GoDurham to ensure that Disadvantaged Business Enterprises (DBEs), as defined in 49 CFR Part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. It is also our policy:

  1. To ensure nondiscrimination in the award and administration of DOT-assisted contracts;
  2. To create a level playing on which DBEs can compete fairly for DOT-assisted contracts;
  3. To ensure that the DBE Program is narrowly tailored in accordance with applicable law;
  4. To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
  5. To help remove barriers to the participation of DBEs in DOT-assisted contracts;
  6. To assist the development of firms that can compete successfully in the marketplace outside the DBE Program.
  7. To assist the development of firms that can compete successfully in the market place outside the DBE Program; and
  8. To provide appropriate flexibility to recipients of Federal financial assistance in establishing and providing opportunities for DBEs.

The Strategic Performance & Compliance Manager has been designated as the DBE Liaison Officer (DBELO) and is responsible for implementing all aspects of the DBE Program.

Federal Fiscal Year 2020-2022 DBE Goal

The City of Durham / GoDurham announces a proposed overall goal of 1.4% for the participation of Disadvantaged Business Enterprises (DBE’s) in U.S. Department of Transportation assisted contracts until the end of the federal FY 2020-2022 (October 1, 2020 – September 30, 2022).
